Human Resource for Cyber Security in Vietnam: Challenges and Solutions
| ABSTRACT
Vietnam is projected to face a shortage of over 700,000 cybersecurity professionals in the near future. According to a survey by the National Cybersecurity Association, more than 20% of agencies and businesses in Vietnam currently lack dedicated cybersecurity personnel, and 35.56% of organizations do not have enough staff to meet their needs. A solution is urgently required to address the national cybersecurity workforce gap, in alignment with Resolution No. 57-NQ/TW on breakthrough development in science, technology, innovation, and national digital transformation.
The proposed solution involves organizing online courses, ranging from basic to advanced levels, with multi-platform support, including both web and mobile applications. The learning materials will be diverse, incorporating study guides, hands-on practice, and interactive visual content (images, videos). Special focus will be placed on practical training through simulation environments (cyber ranges), which can replicate real-world systems such as information technology (IT) systems, industrial control systems (OT), and the Internet of Things (IoT) networks. Additionally, artificial intelligence (AI) will be utilized to personalize learning paths, recommend suitable courses, assist with learning outcome assessments, and verify cybersecurity skill proficiency.
The advantage of this approach lies in its centralized investment, deployment, and operation, effectively addressing disparities in technological infrastructure and resources across agencies and organizations.
