Chong Lua Dao (CLD) is a pioneering social enterprise dedicated to protecting users against online scams in Vietnam. Officially established on December 27, 2020, CLD operates at the intersection of technology and community service — fundamentally different from traditional antivirus software companies or commercial cybersecurity firms.
At the core of CLD is a digital protection platform that combines Artificial Intelligence (AI), community-driven data, and expert verification to detect, analyze, and warn against fraudulent activities in real time. CLD’s tools are developed entirely free of charge, open-source, and community-driven, enabling millions of users to verify suspicious content, report malicious websites, and receive instant alerts.
CLD exists not for profit, but for the safety of users. The organization does not sell data or exploit personal information. Every decision is guided by a single mission: preserving a healthy and trustworthy digital environment. Guided by the philosophy of “Innovation with Empathy,” CLD continuously listens, adapts, and evolves alongside the community.
Over more than five years of operation, CLD has blocked over 200,000 malicious websites, conducted more than 10 million safety checks, and directly supported over 26,000 scam victims. The organization has been recognized in the “Inflection Point” report by the United Nations Office on Drugs and Crime (UNODC), received the Vietnam Talent Awards in 2023 and 2025, and was honored by Vietnam’s Ministry of Information and Communications under the Make in Vietnam Awards in 2022 and 2025.
CLD is led by a team of leading cybersecurity experts, technology engineers, and community advocates, including CEO Ngo Minh Hieu (Hieu PC), whose journey from a globally notorious former hacker to a pioneer in protecting Vietnam’s digital community has inspired many.

CLD provides a comprehensive multi-layered digital protection ecosystem, designed to safeguard users across every point of interaction — from individual users to enterprises and public organizations.
Browser Extension: An automated protection layer that operates seamlessly while users browse the internet, automatically assessing the trustworthiness of websites through Artificial Intelligence (AI) and an international threat intelligence network. Upon detecting potential threats, the system immediately issues clear warnings before users are exposed to harm. The extension is fully free of charge and compatible with four major web browsers.
AI-powered Chatbot Integrated with Zalo: A personalized cybersecurity assistant that enables users to submit suspicious links, messages, or images and receive a risk assessment within five seconds. The system currently processes more than 2,000 verification requests daily and has facilitated over 200,000 user interactions.
Threat Intelligence Portal – chongluadao.vn: A free online platform that enables individuals and organizations to quickly verify and assess suspicious digital content. The portal supports a wide range of lookups, including scam detection through URLs, IP addresses, and phone numbers, as well as personal data exposure checks via email addresses, empowering users to proactively identify potential risks. By combining AI-driven analysis, expert validation, and community-contributed intelligence, the system delivers accurate, accessible, and actionable warnings.
Open API & Threat Intelligence Data: A flexible application programming interface (API) designed to help enterprises, banks, and cybersecurity organizations integrate real-time threat intelligence into their existing systems. CLD’s threat intelligence database is integrated with major global platforms such as Cloudflare, Google Safe Browsing, APWG, PhishTank, and other international ecosystems, contributing to the protection of hundreds of millions of users worldwide.
Information Protection Checklist – baovethongtin.com: A practical information security framework developed by CLD, comprising 164 security recommendations across 14 thematic categories, ranging from social media and personal computing to digital safety for children. The checklist is structured into three levels — Essential, Recommended, and Advanced — enabling users of varying levels of technical expertise to proactively strengthen the protection of their personal data, particularly in the context of Vietnam’s Personal Data Protection Law taking effect on January 1, 2026.
