Mr. Peter Phuc Huynh is Chairman, APAC at SpecterAI Quantum Security and an expert in post-quantum cryptography and digital resilience. With more than 32 years in the IT industry, he has driven digital transformation, AI integration, cloud security, and quantum-safe technology initiatives.
As Co-Founder and Vice President of CIO Vietnam since December 2010, Dr. Huynh has built one of Vietnam’s most influential technology leadership communities. Vietnam’s Law on Cybersecurity No. 116/2025/QH15 — passed December 10, 2025 and entering into force on July 1, 2026 — establishes binding obligations for information system operators across energy, finance, banking, telecommunications, transport, and government. Under this law, systems classified as important to national security must undergo cybersecurity appraisal and certification before and throughout operation. The law mandates cipher and civil cryptography as a core data security requirement. With the deadline weeks away, SPECTER scanner assessments of Vietnamese critical infrastructure endpoints reveal that classical-only cryptographic exposure remains widespread across regulated sectors.
